Job Summary

•The Testing & Commissioning Lead Engineer will coordinate the resolution of complex problems using best practices and knowledge of internal/external business issues to improve company processes or projects. The Lead Engineer will be required to lead teams/projects that solve complex problems taking a broad perspective to identify innovative solutions.  Must be able to work independently or in a group with guidance on only the most complex tasks. Follow updates in research and developments taking place in the power industry, through training and industry associations to stay abreast of new technologies.
•Assist in the planning, managing, and direction of the activities of the Testing and Commissioning Department pertaining to the testing of protection, controls & automation of AVANGRID’s electrical equipment.
•Provide technical support and perform diversified testing for internal and external customers. May be required to work extended hours, be on-call and travel up to 30% of the time.
 

Responsibilities

•Utilize knowledge to influence and guide department engineers.
•Provide technical leadership in complex projects that have a wide impact on the department
•Mentor, develop and support team in technical skills
•Ability to collaborate across departments
•Liaison/ direct contractors on company policy, standards and best practices
•Work independently with little supervision
•Perform detailed, complex engineering analyses, review designs and calculations using standard methodology & principles & other viable approaches. Develop alternatives to resolve problems or to improve processes/services
•Duties: Analyze complex Testing problems. Recommend further testing and equipment serviceability. Utilize a broad prospective to investigate and identify innovative solutions to troubleshoot equipment and system problems.
•Understand P&C drawings (e.g. one-line, schematics & wiring diagrams). Develop & specify equipment, assemble/revise documents & other requirements for assignments of complex level of difficulty using depth/breadth of expertise in own discipline.
•Duties: Serve as SME for testing equipment and schemes of extreme importance to AVANGRID. Evaluate equipment and develop complex test plans and procedures for commissioning, verifying and troubleshooting. Participate in Industry associations.
•Lead teams, mentor & review work of others. Anticipates & make recommendations with respect to customer & stakeholder needs. Explains difficult concepts & influences others.
•Duties: Lead and represent Testing & Commissioning group to complete assigned tasks and projects. Act as liaison between engineering and the test technicians. Assist P&C in fault and equipment operation analysis. Assist in P&C in complex fault analyses. Manage and provide direction for resources outside of the department. Mentor and develop others.
•Leads others to resolve complex problems in non-standard situations & develop creative solutions. Independently apply applicable testing & commissioning practices, guidelines, AVANGRID philosophies and procedures.
•Duties: Answer/resolve complex technical field problems as they arise related to equipment and schemes.
•Develop business cases & manage projects or teams. Coordinate phases of testing for assigned portions of projects. Plan, schedule and monitor construction/test plans.
•Ensure compliance with applicable regulations like NPCC (Directory 11), NERC (PRC2, PRC 5), etc. as well as AVANGRID Testing & Commissioning requirements.
•Evaluate equipment and assist in the installation and commissioning.
•Identify training needs and assist in training technicians.
•Possess in-depth experience, knowledge and skills in Test Engineering, along with related business practices and procedures.
•Able to explain difficult issues and work to establish consensus.
•Able to work in a cross-functional team and guide or mentor other team members.
•Participate in the development, review and continuous improvement of testing and commissioning procedures and related activities.
 

Skills and Requirements

Education & Experience Required:
•BS/BA degree in an engineering discipline from an ABET (or equivalent) accredited college/university, with 7+ years’ experience performing engineering duties. Specialized advanced training is also required (e.g. PTI. WPI , ECNE PUI, a graduate level  engineering degree).
•Possess depth and breadth of experience in Test engineering and knowledge of internal/external business and regulatory issues. Maintains knowledge of leading edge techniques or technology through participation in professional associations. Able to explain difficult concepts and influence others to change. Able to communicate orally or in writing to regulatory and/or public entities. Able to lead a Team or mentor others.

•Theoretical Engineering knowledge - Planning, Operations and Engineering Design, Analytic, modeling & Calculation, understanding the business model; Global View of the Business (Values cross-functional collaboration, understands importance of growing knowledge and developing relationships and links across the organization)
•Practical engineering experience/application - Planning, Operations and Engineering Design, Construction, (e.g. field experience, standardization "Perform economic analyses of engineering alternatives, develop business cases and defend in front of stakeholders.")
•Engineering documentation – Ability to adequately document and interpret engineering documentation
•Ability to review and approve engineering work done by others to ensure compliance with company standards, specifications, and contract requirements
•Knowledge of Regulatory and Compliance Environment – Local, State and Federal Regulatory Standards and requirements
