Lead Analyst Environmental Remediation

Long Description

The Lead Analyst in the Environmental Remediation group is responsible for supporting the group Director and Project Managers with programmatic and project related activities associated with the Company’s site investigation & remediation (SIR) program.   Responsibilities also include leading  small/to mid-size SIR projects & initiatives.  Area of project focus is primarily in New York with support in Maine, Connecticut and Massachusetts, as needed.  SIR projects include but are not limited to site characterization, remedial investigation, remedial alternatives & feasibility studies, remedial design, remedial action, site management, operation, monitoring & maintenance and long term management of former manufactured gas plant (MGP) sites, PCB sites, property due diligence (Phase I & II), hazardous building material assessments, demolition and PRP (potentially responsible party) sites.

 

Purpose

Support Group Director with Day to Day Program needs including but not limited to: maintaining Site Inventory list, support upkeep of program & project requirements tracking system, coordinating preparation of budgets, monitoring planned budget to actuals, support preparation of Steering Committee updates, support & coordinate liability estimates updates with Project Managers, coordinate group reports to regulatory agencies, coordinate sustainability reporting, etc.  Support group Project Managers with project coordination needs including but not limited to:  site field visits, preparation of purchase requisitions & orders, invoice review and approvals, report submittals, contractor coordination, helping maintain compliance with applicable environmental regulatory obligations and internal requirements, etc. Leads or coordinates small to medium-sized size SIR projects or tasks. Coordinates work with other internal departments, consultants, regulatory agencies, government/municipal representatives and customers.  Coordinates and oversees contractors and consultants, monitors project schedules & costs, and interfaces with the appropriate regulatory agencies (NYSDEC, NYSDOH, etc.). Supports regulatory inquiries, proceedings and rate cases. Supports and/or leads programmatic initiatives, activities and enhancements. Supports responses to time-critical legal, audit and regulatory requests. Coordinates SIR Program document/file management functions. Participates in Strom support.   Experience/Training:  We are looking for a candidate with a minimum five (5) years of direct experience working on site investigation and remediation projects, with demonstrated understanding of typical techniques and approaches utilized to evaluate, and if necessary, remediate various environmental media including soil, groundwater, bedrock, aquatic sediment and soil vapor.  Knowledge of NY and Federal regulations related to site investigation and remediation.  Knowledge of ASTM Phase I & II guidance and approaches.  Awareness of MGPs, third party sites, PRP groups, hazardous building material assessments and demolition is a plus. Understanding and application of CERCLA. Awareness of Consent Orders, Brownfield Programs and multi-site programs. Awareness of regulatory trends and developments within the industry. Working awareness of contract terms and conditions typical for environmental investigation & remediation.  OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training. PMP or CHMM Certification, a plus. Experience coordinating contractors professional consultants, contractors, technical experts, etc.

Education & Experience Required: Bachelor’s Degree in Environmental Related Science (geology, hydrogeology, etc.), Engineering or other Major (chemistry, Project Management, Sustainability, etc.) with five (5) years of direct experience on SIR projects, or Associates Degree with a minimum of seven (7) years relevant experience or the equivalent combination of education and experience. Skills/Abilities:  Solid verbal and written communication skills, including the ability to communicate with a wide variety of stakeholders ranging from technical teams to upper management, to town/city leaders to community members and residents.  Considers innovative ways to undertake work, promoting automation and efficiencies in day to day work streams. Able to work independently, and exercise considerable judgement and decision-making skills Team Oriented. Detail-oriented.  Solid analytical and problem-solving capabilities. Solid working knowledge of MS Office, particularly Excel, Word, PowerPoint and SharePoint, TEAMs & OneDrive applications.  Knowledge of SAP a plus. Awareness and understanding of Project Management procedures and best practices. Self-motivated and can work well in a group and independently as required.
