Supervisor Distribution System Ops

Purpose
Responsible for safe and reliable operation of the electric distribution system and all associated distribution and substation assets. Coordinates and directs the activity of the Distribution Operations Center (DOC). Has the responsibility and authority to implement real-time actions to ensure the stable and reliable operation of the electric distribution system. Monitors and responds to electric distribution system reliability events and operating parameter violations. Directs the switching of electric distribution system facilities to maintain safety and operate within respective reliability criteria.
Responsibilities
- Monitor and evaluate electric distribution system alarms and events. Anticipate and respond to actual or predicted thermal and voltage violations on the electric distribution system. Provide direction and assistance to operations staff during electric distribution system emergencies. Prepare reports on system disturbances and events, as required.
- Responsible for complying with applicable reliability standards as well as internal policies and procedures.
- Evaluate reliability impact of planned maintenance outages. Review and direct the switching of electric distribution facilities for scheduled inspection, maintenance, and testing in accordance with applicable safety rules & procedures, coordinating efforts with Transmission Operations, when applicable.
- Evaluate and direct the response to spontaneous distribution system or substation equipment outages. Initiate action to manage and limit risk due to the uncontrolled failure of components. Plan emergency isolation and restoration activities to minimize outage durations and number of customers interrupted to achieve CAIDI/SAIFI reliability targets.
- During normal and emergency conditions, direct timely and appropriate real-time actions including the shedding of firm load to prevent or alleviate Operating Limit violations. These actions are performed without obtaining approval from higher-level personnel within the organization.
- As applicable, oversee after-hours customer service activities including the dispatch of field operations crews in response to electric trouble and emergencies.
- Schedule shifts and provide technical guidance and expertise to employees engaged in the operation of the electric distribution system.
- Develop and implement general operating practices, procedures, and methods that promote the safe and reliable operation of the electric distribution system.
- Direct, plan, document, review and appraise the work of direct reports while providing coaching, counseling, and disciplinary action, if required.
Skills and Requirements
Education & Experience Required:
- Bachelor's Degree in Electrical Technology or related field of study; or
- A.A.S. Degree in Electrical Engineering with 5 years related experience.
- Knowledge of the characteristics and operation of electric systems.
- Familiarity with SCADA (Supervisory Control and Data Acquisition), OMS (Outage Management System) and GIS (Geographic Information System).
- Familiarity with Switching and Tagging procedures and OSHA Electrical Safety Standards.
- Knowledge of customer service procedures is desirable.
- Supervisory experience and knowledge of labor relations practices is desirable.
